The Secretary of State would be obliged if the Army Council would cause

him to be furnished with as full a report as possible upon the service and

qualifications of this candidate, to assist in determining the degree of his suitability

for Colonial Government appointments as compared with those of other candidates

from the various branches of His Majesty's Service. The report should as far as

possible give information as to the candidate's experience and capacity as an

officer; powers of leadership; lasi in dealing with subordinuics; capacity for

work: physical fitness: personal habits and intellectual ability. If the office

question has any special aptitude for, or experience of, any administrative, legal,

or police duties, or of work likely to fit him for the financial departments of a

Colonial Government. 6.g. the Treasury, Audit, or Customs Services, it would

ka-of grond advantage if this could be fully brought out.
